Combat 18 was a government managed thing to justify cracking down on the rise of the political far right in UK around the time of this documentary. It was a loose group of idiots who were neo-Nazi's and booted out the BNP. The BNP were becoming a household name respectable political party and gaining Council seats and momentum at General Elections plus winning two MEP seats. The British government was terrified of the BNP getting MP seats and the rise of the BNP party seeing it as a threat to the establishment. That's why the government did a political hit job on the BNP's leader Nick Griffin on a BBC debate show trap he walked right into. Combat 18 wasn't a really serious paramilitary organisation or threat. However it's arrival and online presence came at just the right time for the government and secret services/police who infiltrated it and had undercover operatives in it. You can tell the phone calls were most likely staged or pranks. You wouldn't be calling people making threats of coming to kill them. Makes no sense at all. You'd just do it with the element of surprise. And you wouldn't announce who you are either. If you wanted to create a far-right boggy-man and 'violent far-right rise threat' news headlines to get the left all riled up and people scared of voting for the BNP, that's exactly how you'd do it. Nasty antisemitic phone calls anti-Jewish trope and referring to the racist KKK. The political hard right in UK had no interest in Jews or openly racist stuff in 1990's. It was focused on promoting a respectable face to BNP and winning elections so it had an political platform and no reason to revert to National Front type violence. C18 were probably considered a nuisance and political liability.
